I'd like to add some text to an image, but the image is busy enough
that the text should ideally have some shadowing behind it, or some
subtle blurring of the background image, or some sort of outlining
to help the text stand out from the image better. Can someone
recommend an OS/2 utility that can do something like that?

Maybe OpenOffice Draw?
I have StarOffice, and gave it a try. It does shadowing, but the
shadows are just offsets of the text in a different color, just as
sharp. No blurring of the background, or partial transparency.

I use Watermarker to do that on my photographs. The program is a java
application that works with the OS/2 port of openjdk6.

I use Watermarker to do that on my photographs. The program is a java
application that works with the OS/2 port of openjdk6.
While I agree with using a specialized software for this kind of editing, I feel that TrueSpectra PG>Pro is a good all-purpose tool, which you can use to add watermarks and other effects to your image.

Both TrueSpectra PGPro and Embellish are available for free on Hobbes. I
find Embellish a bit easier to work with but both are good for what you are
looking to do.

I tried Embellish before posting my question. Couldn't find a way
to do what I want to do. Maybe an experienced user knows some
tricks.

TrueSpectra is fine for single images - after you have learned how to
use it - but I have not found a way of using it to batch process
several hundred pictures at one run.
